On September 7, 2020, a circular was released by the Central Board of Indirect Taxes and Customs (CBIC) that aimed in providing the facility of exports through Courier Services and can also help the Indian Exporters in enhancing the global competitiveness.
The Circular No. 41/2020-Customs said that CBIC is allowing the facility of Auto Let Export Order (LEO) under Express Cargo Clearance System (ECCS) and this Auto LEO facility was being developed by Directorate General of Systems & Data Management and is now ready to launch.
CBIC said in its circular, “The Courier Shipping Bills (CSBs) filed for clearance of export goods under ECCS are subjected to Risk Management System (RMS), after the registration of the goods by the Custodian (arrival scan and weight record). The RMS either facilitates or interdicts a Courier Shipping Bill (CSB) as per risk parameters.”
Also, CBIC has decided that export goods which are covered under CSBs and that are fully facilitated by RMS (no assessment, no examination) and cleared by customs x-ray scanning should be automatically given to LEO by the ECCS and is also anticipated that the dwell time of clearance of export shipments will get considerably reduce through courier.
